To be eligible for DBE certification, a business must meet the following criteria:

Ownership: At least 51% of the business must be owned by qualifying owners

Net worth: The qualifying owner's net worth must be less than $2.047 million

Control: The qualifying owner must have day-to-day control of the business

Expertise: The qualifying owner must have expertise in their work specialty

Size: The business must meet SBA size criteria and have average annual gross receipts below the DBE size limit
