A Disadvantaged Business Enterprise (DBE) certification is a federal program that allows small businesses owned by socially and economically disadvantaged individuals to participate in federally funded projects with the DOT (Dept of Transportation).

  • Ownership: At least 51% of the business must be owned by qualifying owners
  • Net worth: The qualifying owner's net worth must be less than $2.047 million
  • Control: The qualifying owner must have day-to-day control of the business
  • Expertise: The qualifying owner must have expertise in their work specialty
  • Size: The business must meet SBA size criteria and have average annual gross receipts below the DBE size limit
